Hamper \Ham"per\, n. [See {Hamper} to shackle.]
1. A shackle; a fetter; anything which impedes. --W. Browne.
2. (Naut.) Articles ordinarily indispensable, but in the way
at certain times. --Ham. Nav. Encyc.
