Competitive Access Provider
     
         (CAP, or "Bypass Carrier") A company which
        provides network links between the customer and the
        {IntereXchange Carrier} or even directly to the {Internet
        Service Provider}.  CAPs operate private networks independent
        of {Local Exchange Carriers}.
